Last spring a number of Southeast Missouri cross country coaches met in order to promote their sport and the runners in this area by forming the Southeast Missouri Regional Cross Country Coaches Association. One of the actions that they voted to take was to select All Regional Cross Country Teams, and a Male and Female Runner Of The Year for the area. The 16 area schools involved cover Class 1 to Class 4, from Doniphan in the far southwest of the region to Oak Ridge on the north.

The coaches divided the four classes into two size divisions with Class 1 and 2 forming one division and Class 3 and 4 joining to form the other. In each division the coaches had a ranked vote for the top 14 runners to form a First and Second All Region Team. Those athletes receiving votes, but not acquiring enough to be chosen First or Second Team, were named Honorable Mention. The results of those ballots are as follows:
